Iraqi handover 'brought forward'

Mr Zebari spoke after talks with Mr Blair
The handover of sovereignty to Iraq is being brought forward from 30 June to Monday, Foreign Minister Hoshyar Zebari has said.
Mr Zebari was speaking after talks with the UK Prime Minister Tony Blair in the Turkish city of Istanbul.

Mr Blair said a formal announcement would be made later.

The BBC's political editor Andrew Marr in Istanbul says the surprise move, which emerged at the start of a Nato summit, is an important symbolic step.

Asked about the handover, Mr Blair told reporters: "I'm not actually in a position right at this moment to confirm that, but the important thing is to understand that the will of the whole international community now is with Iraq as it takes control of its own destiny.

"We are there to help and support from now on."

Mr Zebari did not say exactly when the handover would take place, but it is expected to happen swiftly.

Security fears

The Iraqi foreign minister's disclosure came as Nato leaders were arriving for the summit in Istanbul, where they are expected to endorse a plan to help train Iraqi security forces.

Nato's Secretary General Jaap de Hoop Scheffer says the alliance must take action to ensure security is maintained in Iraq after the handover of power.

"There is a broad agreement that a stable Iraq is in the interest of all allies," he said.

Nato ambassadors, who gathered in Istanbul for talks before the arrival of the heads of government, hammered out a draft agreement to provide training and equipment for Iraq's armed forces.

The move followed an urgent request from interim Iraqi Prime Minister Iyad Allawi.

It is not yet clear when the training operation will begin, nor how many personnel will be involved.

The 26-member alliance also looks likely to agree to the expansion of its operations in Afghanistan.

The U.S.-led coalition had initially been expected to hand over to an interim Iraqi government on June 30.

In Istanbul, Iraqi Foreign Minister Hoshiyar Zebari confirmed there were plans to bring the handover forward.

"I believe that we will challenge these terrorists, criminals, Saddamists and anti-democratic forces by bringing even the date of the handover forward," Zebari told reporters after meeting British Prime Minister Tony Blair.

A diplomatic source at the NATO summit in Turkey, which Blair is attending, also told Reuters the handover could take place "as soon as today."

Simply a paper transfer that unfortunately changes nothing on the ground in Iraq. The handover was moved up to try to throw off plans for disruption by insurgents, hopefully it will work. I Don't believe for a second that anyone other than Paul Bremer (then Negroponte) is still calling the shots in Iraq. The next card to be play will be Saddam's trial, the new Iraqi governemnt will conduct a trial while Americans continue to guard him.

This is going to put a real dent in CNN's plans to run their five-day drama series: AS IRAQ UNFOLDS ...

That's entertainment ....

No. That UN that you hate so much insisted on Iraqi sovereignty over such decisions. Hurts, don't it?

Who cares, really. This was the most compassionate war ever fought anywhere at anytime. How Bush could allow nearly a thousand American soldiers dead when he did not have to, is beyond me. The US has wasted a year over there doing everything for the scum and the stupids to rebuild that country. Hell, sometimes you should just rip the country apart completely then rebuild from scratch. Bush is just to damn nice for my likings.

Wrong. They stay in as long as the interim Iraqi government wishes. Since this group was in no way appointed by the people it claims to represent, there is no way of knowing if they are doing what 'Iraq wishes.'

It's just another Bush admin by proxy, is all.

John Stewart said it best, "They announced that the completely arbitrary deadline of a symbolic gesture had been accomplished two days early".

The fact is that Defense Department has been told to draw plans for American troops to be deployed 140,000 strong thru October 2007.

Interestlingly enough, a couple weeks ago I was watching CNN where Seymour Hersh was on to talk about the Israeli presence in the northern Kurdish section of Iraq. He claimed that Sharon has told Bush Admin that what he reads from their intelligence is that Iraq will disintegrate into civil war after we leave so we may as leave as early as possible and avoid as many casualties as we can.

Anyone care to guess if we stay to October 87, how much that will cost us in casualties and billions of dollars?
